Resolved: That the Library Board Minutes of June 15, 2026 Regular Board meeting be accepted and approved.

Motion No. 260817-2 Approve July 27, 2026 Special Minutes

Motion No. 260817-3 Approve The June And July 2026 Treasurer’s Reports

Hegner moved, Daniel seconded:

Resolved: That the Library Board of Trustees approves the June and July 2026 treasurer’s report.

Director's Report

Motion No. 260817-4 Accepts The Director’s Report

Hegner moved, Mancuso seconded.

Resolved: That the Library Board of Trustees accepts the written June and July 2026 Director’s report.

The roll being called on its adoption, the vote resulted as follows:

Ayes: Jundi, Wyckoff, Shubert

Discussion Items

Director Littell shared with the Board that the expiration date for a banned parton was expiring on August 18, 2026, and that the patron would be allowed on the property again. The Director communicated that all staff were made aware that the ban was set to expire.

The Fiscal Officer discussed the current condition of the roof over the Circulation Department and the plans to have the roof condition rated. All board members agreed on the plan.

The Board was made aware of the latest update regarding the current BWC claim involving a former staff member.

The Fiscal Officer discussed a recent public records request. The board agreed that the request was vague, but it met the requirements for a public record request and provided guidance on how to respond and complete the request.

The Fiscal Officer made the Board aware of the change to the annual Certificate of Estimated Resources provided by the Summit County Budget Commission and the impact it will have on planning the 2027 budget. The Fiscal Officer will network with other library fiscal officers and work with the county to determine the best approach to preparing and submitting the 2027 budget.

The Fiscal Officer advised the Board that there was another 30-day extension on the 2024-2025 audit. The Board took no issue with this update.

Mr. Bedell stated that the Finance Committee recommends the following:

Motion No. 260817-5 That The Board Of Trustees Ratify The General Fund 2027 Alternative Tax Budget.

Resolved: That the Board of Trustees ratifies the 2027 Alternative Tax Budget as submitted to the Summit County Budget Commission

Motion No. 260817-6 That The Board Of Trustees Authorizes The Fiscal Officer To Revise The 2026 Budget.

Resolved: That the Board of Trustees authorizes the Fiscal Officer to revise the 2026 budget in the accounting system to align with the approved 2026 budget.

The roll being called on its adoption, the vote resulted as follows:

Ayes: Bedell, Daniel, Hegner, Jundi, Wyckoff, Shubert, Mancuso

Operations

Ms. Hegner stated the committee did not meet and there is nothing to report.

Human Resources

Ms. Daniel stated that the Human Resources Committee recommends the following:

Motion No. 260817-7 That The Board Of Trustees Rescind Motion 250815-6.

Resolved: Rescind Motion 250818-6, “Motion to move the Fiscal Officer’s direct reports temporarily under the Library Director.”
With the onboarding of the new Fiscal Officer, the need to have their direct reports under the Library Director is no longer necessary.

Motion No. 260817-8 That The Board Of Trustees Permanently Transfer The Head Of Library Systems To Report To The Director

Resolved: Motion to Permanently Transfer Head of Library Systems to Report to the Director

In spite of rescinding Motion 250818-6, “Motion to move the Fiscal Officers Direct reports temporarily under the Library Director”, the Head of Library Systems will continue to report to the Director, as stated in the amended Head of Library Systems job description that was approved in the May 18th, 2026 Board Meeting.

The roll being called on its adoption, the vote resulted as follows:

Ayes: Daniel, Hegner, Jundi, Wyckoff, Shubert, Mancuso

New Business

Motion No. 260817-9 That The Board Of Trustees Approve Filing A Claim Against Prior Vendor, Baker & Taylor, To Recoup Lost Monies.

Hegner moved; Daniel seconded;

Resolved: That the Board of Trustees approved filing a claim against in U.S. Bankruptcy Court to attempt to recoup lost monies from the library due to the vendor filing for bankruptcy.

Health Insurance – Serb Report, Health Insurance Cost-Sharing

Ms. Hegner discussed the 2026 Serb report in relation to the health insurance cost-sharing percentages and communicated that Ohio public libraries cover an average of 85% of the annual health insurance premiums and our region of the Akron/Canton area covers 87%.

Executive Session

Motion No. 260817-10 That The Board Of Trustees Adjourn To Executive Session

Mancuso moved; Shubert seconded;

Resolved: That the Board of Trustees moves to adjourn into executive session to discuss staff recognition at 7:47 Pm.

Ayes: Hegner, Jundi, Wyckoff, Daniel

Motion carried.
