MOTION NO. 260119-5 APPROVE ADVANCES OF LOCAL TAXES

Shubert moved, Hegner seconded:

RESOLVED: That the Board of Trustees approves the advance of local taxes during the calendar year 2026:

ADVANCES OF LOCAL TAXES

RESOLUTION: Now, therefore be it resolved by the Board of Trustees of the Stow-Munroe Falls Public Library:

Section I. That the Auditor of Summit County be, and they are hereby, requested to issue an order to the Treasurer of Summit County to pay the Fiscal Officer of this Library Board for such funds as may be available for distribution by said County Treasurer.

Section II. That the Fiscal Officer be, and they are hereby, authorized to sign the necessary documents to secure such advances and the secondary documents to secure the semi-annual settlement with the County Treasurer during the calendar year 2026.

Section III. That the authorization herein conferred shall extend to any advances for tax year 2025 that may be payable during the calendar year 2026.

Section IV. That the Fiscal Officer of the Library Board be, and they are hereby, authorized and directed to certify and send a copy of this resolution to the County Auditor as may be necessary to make this resolution effective.

B – 125 Tax Issue Dates 1999-2006

MOTION NO. 260119-11 APPROVE TO RESOLVE THE REMAINDER OF THE 125 TAX ISSUE FOR DATE RANGE 1999-2006

Jundi moved, Shubert seconded: 

RESOLVED: To authorize the Fiscal Officer, beginning in the 2026 budget year, to issue one-time “reimbursement” payments to all current and a reimbursement payment to past employees of the Stow-Munroe Falls Public Library who were affected by the Section 125 tax issue from 1999-2025, in a total amount not to exceed One Hundred Thirty Thousand Dollars ($130,000.00). These payments shall be processed outside of regular payroll as bonus compensation for current employees and shall not be subject to withholding OPERS, or other deductions. These payments will withhold federal, state, and local tax. For past employees, a check will be issued with added amount for lost tax. The Fiscal Officer is directed to pay these amounts from the General Fund (Fund 101), utilizing the Contingency Account (101.0.58900). If necessary, the Fiscal Officer is further authorized to transfer funds from Contingency (101.0.58900) to Other Compensation (101.0.51999) for the purpose of disbursing these payments. This action shall apply solely to the 2026 budget year and shall not impact the 2025 fiscal year or budget allocations.

The Board of Trustees discuss dissolving the supplement leave bank. There will be a motion to remove the policy at the February Board meeting and replace it with a new policy. No vote or motion was done at this time.

Mr. Bedell presented the following items:

MOTION NO. 260119-12 AMEND BOARD POLICY: FINE AND FEES

RESOLVED: The Board of Trustees amended the Board Policy: Fines and Fees as follows:

The Stow-Munroe Falls Public Library will establish the following fines or fees for use of the following:

  1. Color Copier Prints .50 per page
  2. Eclectic Collection 5.00 per day
  3. Ear Buds 1.00 each
  4. Flash Drives 5.00 each
  5. Passport Acceptance 35.00 each*
  6. Passport Photographs (2) $15.00 per person
  7. Prints (Black & White) .15 per page
  8. Museum Tickets and Passes 5.00 per day**
  9. EV Charging Station $0.38 per hour
  10. Notary $5.00 per Notarization

*Per U.S. Department of State Passport Services, effective April 2, 2018

**Museum passes and tickets accrue fines for up to 7 days and then patrons will be charged for overdue fines of $35 and the cost of the pass up to $250.00.

The Library does not accept replacement copies for lost or damaged materials.

MOTION NO. 260119-15 APPROVES THE HIRING OF THE INTERIM DIRECTOR

Mancuso moved, Shubert seconded:

RESOLVED: That the Board of Trustees approves the hiring of the interim director.

RESOLUTION: That the Board of Trustees approves the hiring of the Interim Director, Kristin Casale. In accordance with the Director’s succession plan, the Library Board of Trustees has approved that the Head of Collection Management will be designated as Interim Director until a new Director is selected. The Interim Director will assume all roles for the daily operations as the Director of the Stow-Munroe Falls Public Library and will report to the Board President and members of the Stow-Munroe Falls Library Board of Trustees. A contract will be provided by the Library Board of Trustees, and acknowledgment will be made by signing the Collection Development Manager by this date 2-10-2026. This position will begin on February 12, 2026.

RESOLVED: That the Board of Trustees amends the Employee Policy: Job Classification (Wage Increase, Pay Grades, and Staff Position Title) as follows:

Effective January 1, 2024, The Stow-Munroe Falls Public Library will move to a longevity step scale with increases given on the employee’s anniversary dates with the percentage being determined by the Board of Trustees for that calendar year.
